How to: Draw a circle in Paint.
Solution:
Click the ellipse tool, and hold down SHIFT while dragging the mouse pointer.
NOTE: This solution assumes that Paint is opened.
1) Click the ellipse tool in the tool box.

2) Click a color for the circle in the color palette:
a) Select an outline color by clicking the color.
b) Select a fill color by right-clicking the color.
3) Click a fill style.
4) Press and hold down SHIFT while dragging the mouse pointer to draw the circle.
